Any units that fired during this turn (but not in the previous turn) may now be easier to spot. No other circumstances can result in spotting during this phase.
During this phase the Referee should determine if these units are newly spotted, using the same procedures as the Observation Phase. If new units are spotted, it may affect movement, orders, and discretionary actions in the following turn.
